Purpose and Reason:

The purpose of this filing is to establish guidelines for the Authority's policy regarding the issuance of bus cards and bus card fees for seniors and for people with disabilities. Substantive difference(s) between the proposed rule and the final rule: The proposed title of the rule has been changed from Senior and Disabled Bus Card and Bus Card Fees Policy to Bus Card and Bus Card Fee Policy for Seniors and Individuals with Disabilities. The proposed cost for a new or renewed Senior and Disabled Bus Card of $25.00 has been reduced to an adopted/final cost of $10.00, increasing by $3.75 for each of the next three (3) calendar years, 2010 through 2013. The proposed costs for a replacement a Senior and Disabled Bus Card of have been reduced to the following an adopted/final costs: Proposed Cost Adopted/Final Cost First replacement $25.00 $10.00 Second replacement $35.00 $15.00 Third replacement $45.00 $20.00 The adopted/final Senior and Disabled Bus Card Fee Policy eliminates the thirty (30) day waiting period for replacement of a Senior and Disabled Bus Card.
